Human Rights Commission seek explanation from DEO over recovery proceedings

State Human Rights Commission member, R. Natarajan on Wednesday demanded an explanation from the District Education Officer (DEO) of Thrissur on the attempts to initiate Revenue Recovery (RR) proceedings from a retired Government employee from Alappuzha district for recovering dues from him.


The Commission acting on a complaint filed by Pavithran of Pavithram house in Avalokkunnu in Alappuzha, a retired Government Employee, sought the explanation from Thrissur DEO, who had through Assistant Education Officer (AEO) of Kodungallur initiated RR proceedings for dues he owed for making financial loss to another woman employee while working in the Thrissur office. Mr.Pavithran moved the commission as the RR proceedings were initiated against him.



In his complaint, Pavithran had argued that RR proceedings were illegal as there were other means to recover the dues from him. The Kodungallur AEO had explained his version at the Commission’s sitting earlier. The DEO, Thrissur was also present at the sitting on Wednesday.


A total of 12 cases among the 48 cases were settled on Wednesday. The rest were postponed to the next sitting. The former SI of Ramankary, M. Manu appeared before the Commission on Wednesday on a case based on a complaint that a seven-year-old girl was made to stand in public as part of gathering evidence in a case related to an obscene act towards the girl. The incident forming the base of the case was reported to have occurred on September 7, 2011 in Ramankary grama panchayat. The SI was transferred soon after the incident became a controversy.


The commission had earlier demanded an explanation from District Superintendent of Police, K.G. James on why its directive to arrest the former SI of Ramankary and produced him before the Commission, was not complied with. The SI told the Commission that incident of making a seven-year-old girl stand in public as part of gathering evidence in a case related to an obscene act towards the girl, was ‘fabricated’ and such an incident never happened.


He told the Commission that since he could not get the intimation seeking his appearance from the Commission, he was not able to appear before it on earlier occasions. The Commission had served several notices to the SI to appear before it after which it resorted to seek an explanation from SP.


The Commission also accepted on Wednesday a complaint on the incident of forcing a student of Government LP School, Payyanallur in Nooranad to clean up the toilet of the school and also another complaint stating that the police had violated the rules during the investigation into the incident.
