Fresh salvo against Rajan Gurukkal


KOTTAYAM:  Triggering a fresh controversy against Mahatma Gandhi University Vice-Chancellor Rajan Gurukkal and the varsity administration, a section has alleged that anomalies were found in the recruitment of the deputy librarian in the University library.
The pro-UDF syndicate members, who have been at loggerheads with the VC for sometime, are all set to raise more irregularities that allegedly exist in the recently constituted Centre for Advanced Research in Library Information Science (CARLIS), it is learnt.
"Irregularities were found in the admission process to the CARLIS. According to the UGC regulations in 2010, the post of deputy librarian has been upgraded to one that equals to associate professor’s and PhD is mandatory in the appointment. However, the former pro-LDF Syndicate promoted an assistant librarian, who does not have PhD, as deputy librarian,” said a Syndicate member.
The assistant librarian was promoted to deputy librarian on June 30, 2011. The pro-UDF members alleged that since the recruitment has not got concurrence from the govt, the university administration has initiated steps to award PhD to this deputy librarian.
“The deputy librarian, who is doing his PhD at CARLIS, sought time relaxation to submit his report, asking the university to let him file it an year ahead of the stipulated three years time frame. To regularise this irregularity, the deputy librarian required an immediate PhD. If the university gives nod for time relaxation then it would be a clear case of nepotism,” the member said.
The university had earlier in its first notification confined the eligibility for applying to the PhD to CARLIS employees only. However, but later it allowed others to register for MG University PhD. However, Gurukkal denied the reports of allowing time relaxation for the deputy librarian to submit his reports.
“These are only rumours. We cannot move against the UGC regulations,” Gurukkal said.
However, he said that if anybody, who did not have PhD, had been promoted to deputy librarian’s post, it should be examined.

CARLIS was known to have been envisioned by an internationally known expert with proved record of innovation and achievement in the subject, as a Centre for Advanced Research in Library and Information Sciences (CARLIS) at MG University. A document of the university states that its main objective was to discover new knowledge about the interplay between information, technology, and people with the aim of extending knowledge based services to the underprivileged.It is known from the functioning of the centre that immediately after the centre was proposed a powerfull group, taking benefit from library/ICT purchases and PhD sales, have identified the possibilities of using the centre to promote their interests. A well-planned scheme for using the centre according to their will was made. This included ousting of the expert who envisioned the project, making a member of the group qualified using the centre itself to take control of the centre, and restricting admission to himself so that he can without competition take control of the library system, and research system. Even rules were framed to enable this. Admission was delayed for 2 years. By the time the incumbent who has entered the university service in a non UGC post equivalent to that of clerical assistant was posted in the post of Deputy Librarian coming under UGC Scheme equivalent to that of Associate Professor under UGC with out post or notification or any selection process but by mere ‘renaming’ of his lower level post to that of DL in UGC Associate Professors’ Grade with salary of about one lakh per year. Admission for research in the subject was restricted to him and time relaxation was also attempted to enable him taking control of things quickly. Official of the university has processed his files with unprecedented speed and give wide powers to the post, which even the senior post of the head of the Department was not having till then. The library/ICT purchases per year at the university comes to about ten crores. These purchases are as an earlier Minster for Education of the State remarked; controlled by a very powerful mafia. Some newspapers have also reported the mafia controlling sale of PhD degrees from this university. As for Librarians’ also career advancement and applying to UGC posts require PhD and thousands of aspirants are there for PhD in Library Science, the PhD sales mafia found the CARLIS as a very important source the control of which has immense possibilities. They could oust the person envisioned the research centre and conduct processes for admission of three batches of students without even a single qualified guide or expert in library science in university service. It enabled them to disregard even the application of JRF candidates to restrict admission to their team member who is to control all such things in future according to their will and pleasure. Everything is fully under their control. Their plans are till now foolproof and the recent news is only superficial and is not touching facts. The CARLIS Admission, the ousting of the former university librarian, the only librarian available in the seven posts in the State, keeping the post un notified for the interest of the mafia, not giving charge disregarding senior professionals to unqualified hands who were involved in one way or other in the irregularities, the hasty creation and filling up of two posts of Deputy Librarian’ in UGC Scheme of Associate Professors Grade by renaming lower level the posts of incumbents connected to the group, giving wide financial powers to them, attempt to utilize crores of rupees for book purchase violating rules by organizing an INBOFA to cover up things are all connected. Universities in the state utilize about Rs. 250 Crores per year for book/IT purchases. The above irregularities in MG University are connected and can lead to the mafia, which is controlling library, and IT purchases in universities of Kerala. It needs a Vigilance Enquiry before the culprits clear away things.

It is understood taht after three years Hon High court has directed teh univeristy to give conduct a proper screening of teh applications. Already time required to complete teh course has elapsed.
